HBOR – Croatian Bank for Reconstruction and Development

HBOR investment loans from NPOO (National Recovery and Resilience Plan) – investment, long-term asset investments

Amounts ranging from EUR 100,000 to EUR 1,000,000 (up to EUR 500,000 for beginners) for micro, small, and medium-sized entrepreneurs: beginner entrepreneurs, young entrepreneurs, women entrepreneurs, those who invest in specific areas of Croatia, and those who invest in the commercialization of research, development, and innovation-based projects.

Interest rate from 0.4% (green and digital) to 0.8% (others), repayment period up to 15 years including grace period (up to the amortization period of the investment, up to 5 years for machinery), grace period up to a maximum of 3 years, down payment of 15%, working capital up to 30% of the loan amount. HBOR can approve 100% financing with VAT up to the loan amount of EUR 150,000.

Loans for youth, female and start-up entrepreneurship – investment, long-term asset investments

Young entrepreneurs up to the age of 40, business entities with women in management and ownership of over 50%, and start-up entrepreneurs within 3 years from the start of their business are eligible beneficiaries.

Loan amounts range from EUR 30,000 to EUR 300,000, interest rate of 2% – 4%, fee of 0.5%, repayment period up to 12 years (up to the amortization period of the investment, up to 5 years for machinery, 14 years for perennial crops), grace period of up to 3 years, down payment of 15%, working capital up to 30% of the loan amount. HBOR can approve 100% financing with VAT up to the loan amount of EUR 100,000.

Loans for private sector investments

– Investment, long-term asset investments, working capital up to 30% of the loan amount

– Beneficiaries include companies, craftsmen, self-employed individuals, family farms (OPG), cooperatives, institutions, and associations

– Minimum loan amount is EUR 50,000

– Own contribution of 25%, utilization period of 12 months

– Interest rates range from 2% to 4% fixed, with a fee of 0.5%, reduced for business entities that are market competitive, invest in activities of special interest, and invest in specific areas of Croatia

– Repayment period up to 14 years (up to the amortization period of the investment), grace period up to 3 years

EU project loans

All eligible and ineligible project costs (including costs that the loan beneficiary did not include in the application but are an integral part of the project)

– Beneficiaries include companies, craftsmen, self-employed individuals, family farms (OPG), cooperatives, institutions, and associations

– Minimum loan amount is EUR 50,000

– Own contribution of 25% (up to 70% of the amount of non-refundable funds), utilization period of 12 months

– Fixed interest rate of 3.05%, fee of 0.5%

– Repayment period up to 15 years (up to the amortization period of the investment), grace period up to 3 years

Working capital loans – Beneficiaries from the private sector for financing working capital. The minimum loan amount is EUR 50,000, interest rate of 5% (1.5% for Sisak-Moslavina County), fee of 0.5%, processed through commercial banks and, in certain cases, directly.

HAMAG-BICRO

ESIF Micro Working Capital Loan – Maximum amount up to EUR 25,000, interest rate ranging from 0.5% to 1%, repayment period from 1 year to 3 years including a grace period of up to 6 months if the repayment is for a minimum of 2 years, no fees, no mandatory down payment, and the usual collateral instrument is a promissory note.

Commercial banks

Commercial banks approve loan applications based on the creditworthiness, development plans, and market potential of the applicants. Compared to HBOR and HAMAG, the disadvantage of commercial banks is typically higher interest rates, but the advantages are fewer restrictions in terms of loan amounts, eligibility of applicants, and investment structure.
